The operating reality

Where the work happens

Ports, depots, airlines, rail and shipping bodies run on standing orders, tariffs, operating procedures and customs rules. Power, gas and fuel companies run on maintenance procedures, standards, safety circulars and office orders. Most are state-owned and buy through e-GP, and several are named critical information infrastructure under the Cyber Security Act 2026 (confirm the current list), which asks for an own response team, yearly audits and regular risk assessments.

Passenger and consumer records fall under the Personal Data Protection Act 2026. The first phase of Bahlul SI uses procedures, tariffs, standards and circulars, not passenger or consumer data. One point is fixed: we work on office IT systems and documents, not on operational technology. Plant, grid and vessel control systems are out of scope.

The work happens where the link is weakest: a yard, a jetty, a substation, a depot gate. A server in the organisation answers on the local network when the internet is down, and a UPS carries it through a power cut. For a public body the server is often a separate tender, so the SI proof writes the specification and the installation is planned after delivery.

The problem

Standing orders, tariff schedules, operating procedures, safety rules and circulars run to thousands of pages, change by notice and sit in the office while the work happens at the gate, the yard and the jetty. Crews ask whoever is on shift, and two shifts give two answers.

Critical information infrastructure duties

The sentence we hear

“We were named critical information infrastructure, the audit is due, and the evidence is in six people's inboxes.”

The problem

The Cyber Security Act 2026 asks a named organisation for its own response team, yearly audits and regular risk assessments (confirm the current duties with counsel). The policies exist; the evidence that they are followed does not sit in one place, and the new SI server is one more system the audit will ask about.

What changes
  • The duties are listed against the organisation's IT systems, and evidence is gathered for each: policies, logs, drills, test reports.
  • Gaps get an owner and a date, and the pack is written in Bangla and English for the audit and the board.

Customs and cargo documents read into systems

The sentence we hear

“Every bill of lading is typed into our system twice, and the mismatch is found at the gate.”

The problem

Bills of lading, manifests, delivery orders, gate passes and customs forms arrive as PDFs, scans and photos, and clerks re-type them into the terminal or depot system. The third SI pattern, reading forms and files into systems, fits here, with a person checking the fields that matter before anything moves.

What changes
  • Document types are chosen one at a time, starting with the most common, and the fields the system needs are defined.

The problem

Power, gas and fuel companies run plants, grids and pipelines under maintenance procedures, standards, safety circulars and office orders, largely in English, for crews who work in Bangla at sites with poor links. The office answers by phone, and the incident report asks which circular was in force.

Passenger and consumer service in Bangla

The sentence we hear

“Consumers call about bills, connections and outages, and the answers are in a tariff order and a circular the agent has never read.”

The problem

Distribution companies answer consumers about tariffs, connection procedures and billing rules; airlines answer passengers about fares, baggage and rebooking. The rules sit in tariff orders, circulars and conditions of carriage. Passenger and consumer records are personal data and stay out of the first phase.

What changes

Questions we are asked

Do you work on plant, grid or vessel control systems?

No. We work on office IT systems and documents: procedures, tariffs, standards and circulars on a server you own. Operational technology stays with your engineers and its own specialists.

What happens when the link to head office is down?

The server on site keeps answering from the documents it holds. New circulars sync when the link returns. A UPS carries it through a power cut and shuts it down cleanly if the power stays off.

We must buy the server through a tender. How does that work?

The SI proof writes the server specification so your procurement can tender it. The set-up starts when the hardware arrives, takes six to eight weeks, and the balance is due only when it passes the test you approved.
